Isu-Isu Kebijakan Publik Kontemporer
Abstrak
Isu-isu kebijakan publik merupakan bagian dari tahapan proses kebijakan yang sangat penting. Pemilihan isu yang tepat diantara isu-isu yang ada akan sangat menentukan atau dapat menjadi pengungkit (leverage) penyelesaian permasalahan publik yang bersifat komplek dan memerlukan penyelesaian secara sistemik. Terdapat beberapa dimensi untuk memilah isu-isu kebijakan yang bersifat kontemporer, yaitu isu-isu tentang substansi kebijakan dan isu-isu tentang proses kebijakan; keduanya dapat menjadi isu strategis ketika dikaji berdasarkan substansi kebijakan, aktor, sumberdaya, spesifikasi situasi, dan kewenangan aktor untuk menetapkan isu strategis menjadi agenda kebijakan. Salah satu pendekatan penting dalam menganalisis isu-isu kebijakan publik adalah policy deliberative approach, sebuah pendekatan yang mengedepankan dialog antar pihak-pihak yang berkepentingan untuk mendapatkan kepastian tentang isu kebijakan yang bersifat strategis.
