Upaya Penyelesaian Praktik Daur Ulang Palsu Limbah B3 Industri di Indonesia Melalui Pendekatan Holistic Zero Waste Management

Abstract

Konsep daur ulang limbah B3, seringkali disalahartikan dan disalahgunakan oleh perusahaan penghasil dan pengelola limbah B3 untuk meningkatkan jumlah penjualan produk dengan branding sebagai perusahaan ramah lingkungan. Praktik di lapangan, banyak perusahaan tersebut melakukan daur ulang limbah B3 dengan metode penimbunan (dumping), pembakaran melalui incinerator, penampungan, pemanfaatan ulang secara ilegal, dan pembuangan ke tempat pembuangan akhir yang bertentangan dengan konsep daur ulang limbah B3. Data pada Putusan Pengadilan Negeri di Indonesia pada kurun waktu tahun 2017 hingga 2021, setidaknya ada enam putusan pengadilan terkait pelanggaran pengelolaan limbah B3, diantaranya adalah putusan No.566/Pid.Sus/2017/PN.Kwg, No.917/Pid.B/LH/2020/PN.Bdg. Tujuan penelitian ini adalah membuktikan kelemahan penanganan limbah B3 secara konvensional yaitu kumpulkan, angkut dan buang ke tempat pembuangan akhir dan menawarkan pendekatan holistic zero waste management sebagai solusinya. Metode penelitian yang digunakan adalah deskriptif-evaluatif. Ringkasnya, praktik daur ulang palsu limbah B3 di Indonesia dalam kurun tahun 2017 hingga 2021, disebabkan karena paradigma pengelolaan limbah B3 yang masih konvensional. Pendekatan holistic zero waste management, sebagai solusi daur ulang limbah B3 memiliki empat tahapan dalam penerapannya yaitu membuat regulasi yang menekan industri memproduksi limbah B3, melakukan upaya pengelolaan dan pengolahan limbah B3 yang aman bagi lingkungan, membangun kegiatan ekonomi masyarakat yang berkelanjutan, dan penerapan indeks zero waste management sebagai indikator kadar limbah B3 yang di produksi di masyarakat.
